Professor Dermot Cahill holds the Chair in Commercial Law at Bangor University. A graduate of the College of Europe, Professor Cahill is the Chairman of the Bangor Institute for Competition & Procurement Studies (ICPS). The ICPS specialises in evidence-based research into the behavioural responses of public institutions and their suppliers to public procurement policies, laws and practices. At the ICPS, Professor Cahill’s multinational, interdisciplinary team has conducted several innovative public procurement projects in recent times.

Mr. Frank Brunetta was appointed as Procurement Ombudsman on January 4, 2011. In his role as Procurement Ombudsman, Mr. Brunetta leads a team of professionals whose overall goal is to promote fairness, openness and transparency in federal procurement. Before joining the Office of the Procurement Ombudsman, Mr. Brunetta was Assistant Deputy Minister of the Departmental Oversight Branch, Public Works and Government Services Canada (PWGSC). His responsibilities included providing independent assurance and oversight on the prudence, probity and transparency of Departmental operations. Mr. Brunetta is also the former Chief Risk Officer for PWGSC. Since joining the public service in 1978, he has worked in various capacities at Agriculture and Agri-Food Canada where he occupied the positions of Director General, Special Initiatives and Director General, Audit and Evaluation Branch. Mr. Brunetta holds a master's degree in Public Administration from Harvard University and is a graduate of the Queen's University Program for Public Executives

Peter Fatelnig is currently Deputy Head of Unit for 'Net Innovation' at the European Commission Directorate-General for Communications Networks, Content and Technology. A key initiative is the public-private partnership on the Future Internet, a Euro 300 million investment by the Commission to accelerate innovative Internet services in Europe. Furthermore, Peter is currently engaged in the Digital Entrepreneurship initiative, which aims at making Europe a more attractive place for innovation on the Internet and web-entrepreneurship. In his work he and his team follow research, innovation and policy developments in areas such as Internet of things, cloud computing and big data in view of their socio-economic dimension and their European and global implications. Prior to this position, Peter served as assistant to senior management and was involved in project monitoring when joining the European Commission back in 1998. Before joining the European Commission he worked on international assignments for the consulting firm American Management Systems, and earlier for the European Space Agency, then posted in the Netherlands. Peter holds a Master degree in Communication Engineering from the University of Technology in Graz, Austria.

Mark Chandler is the Director of the San Francisco Mayor's Office of International Trade and Commerce. Mark has been a member of the Mayor's Office for over twenty-seven years and six mayors. Mark is responsible for the international programs of the City of San Francisco, including innovation and technology exchange, Smart City dialogue, trade missions, investment promotion, diplomatic relations and global policy formation. Mark has coordinated over thirty overseas missions to locations diverse as Mexico, China, India, France, Israel, Vietnam, Ireland, Australia, The Philippines, Korea, Hong Kong, Taiwan, Canada and Japan. He is a member of many organizations including being a member of the Board of Directors of the San Francisco Global Trade Council, the Board of Directors for the Civic Innovation Foundation, the Advisory Board for San Francisco State University International Business Department and is Co-President of the San Mateo High School Foundation. He has an MA in Mathematics from Cambridge University, and worked for the Mars Group, where he first held procurement management positions, then was Procurement Director for Dun & Bradstreet Europe, the Department of Social Security, and the NatWest Group. He is a Fellow and was 2003 President of the Chartered Institute of Purchasing and Supply, and also served as a non-executive director of Remploy, and a Commissioner (non-executive Director) for the UK’s Legal Services Commission. Caroline is a lawyer with the International Trade Law Division of the United Nations Office of Legal Affairs (the Secretariat of the United Nations Commission on International Trade Law (UNCITRAL). She serves as the Secretary to the UNCITRAL Working Group on Procurement, which recently adopted the UNCITRAL 2011 Model Law on Public Procurement. A member of the Editorial Board of the Public Procurement Law Review and regular contributor to it and to other journals, and regular presenter at international procurement conferences, she is bringing the work of UNCITRAL in modernizing procurement to a wide audience. She works with the main international players in procurement and procurement reform (such as the WTO, The World Bank and multilateral development banks such as the ADB, IDB, the OECD, IDLO, and regional trade organizations such as COMESA) to promote harmonization in procurement rules and to support international trade and development. Prior to joining UNCITRAL, advised on claims of the Kuwaiti Government arising from Iraq's 1990 invasion and occupation of Kuwait at the United Nations Compensation Commission, and worked as an internal fraud investigator in the United Nations. She practised in the private sector in the City of London and in Hong Kong, specializing in banking and insolvency litigation.

Geo Quinot is Professor of Law and Head of Department in the Department of Public Law at Stellenbosch University, South Africa; Founding Director of the African Public Procurement Regulation Research Unit (APPRRU) and Co-Director of the Socio- Economic Rights and Administrative Justice Research Project (SERAJ). Quinot is also admitted as an Advocate of the High Court of South Africa. Quinot mainly teaches administrative law and constitutional law. He also regularly instructs public administrators at Stellenbosch University’s School of Public Leadership and in the University of Cape Town’s Professional Development Project in both administrative law and public procurement regulation. His research focuses on general administrative law, including a particular focus on the regulation of state commercial activity such as public procurement. He is the author of various articles in academic journals and electronic publications, chapters in book publications and author, co-author and/or editor of four book publications: Administrative Law Cases and Materials (2008) Juta & Co; State Commercial Activity: A Legal Framework (2009) Juta & Co; Law and Poverty: Perspectives from South Africa and Beyond (2012) Juta & Co (with Professor Sandra Liebenberg) and Public Procurement Regulation in Africa (2013) Cambridge University Press (with Professor Sue Arrowsmith). Marta Laszuk is a lawyer, member of the Polish Bar. Since February 2013 she has been working as a legal officer in the Directorate-General for Internal Market and Services, responsible for monitoring public procurement legislation in Poland. Before joining the Commission, she was a chief expert in the Polish Ministry of Foreign Affairs, harmonising the Polish legislation on public procurement with European law and representing Poland in public procurement cases before the Court of Justice. She worked as a référendaire at the EU General Court in Luxembourg and a lawyer in a leading international law firm. Peter Trepte is a practicing barrister with Littleton Chambers in London and of Counsel to Grayston & Company in Brussels. He is a Senior Fellow in Public Procurement Law at the University of Nottingham and Head of the Unit on Corruption and Public Procurement. In private practice, he concentrates on public procurement and competition law and, in the case of regulated procurement, he advises and represents public and private sector clients on issues of EC procurement rules as well as on the application of the WTO Agreement on Government Procurement and the effect on the procurement rules of the EC’s preferential trade arrangements. At the international level, he has extensive and wide geographical experience in public procurement reform. He was one of three dispute panelists in the procurement dispute between the U.S. and South Korea under the WTO’s Government Procurement Agreement. Martin Trybus is Professor of European Law and Policy and Director of the Institute of European Law at the University of Birmingham, Senior Research Fellow at the leading think tank RAND Europe and Member of the Procurement Review Board of the European Space Agency in Paris. He is the leading European expert on EU defence procurement law, most notably with the first book on the topic European Defence Procurement Law (Kluwer, 1999), his most recent monograph Buying Defence and Security in Europe (CUP, 2014) and articles in all leading European law journals. He has also been working on public procurement law more generally, most notably by co-editing (with Sue Arrowsmith) Public Procurement: The Continuing Revolution (Kluwer, 2002), (with Roberto Caranta and Gunilla Edelstam) EU Public Contract Law (Bruylant, 2014), and two editions of Djoef's European Procurement Law Series (2010 and 2015). Jan Telgen (1952) holds an M.Sc. in Econometrics and a Ph.D. in Economics from Erasmus University Rotterdam. He has extensive consulting experience as a partner in PwC (which he joined in 1985 through its predecessors) and Significant (which he co-founded in 2003 and served as chairman of the board until 2009). His experience covers a wide range of topics from operations management, logistics, actuarial consulting through purchasing management. Since the early 90’s he focusses on professionalizing public procurement organizations, working with such diverse organizations as municipalities, government departments, health care organizations and the UN. He also serves as advisor to government ministers and the Dutch parliament. His academic experience includes appointments at Erasmus University Rotterdam, visiting professorships in the USA, Belgium, Canada and Australia. From 1987 onwards he holds a part time professorship in the School of Management and Governance at the University of Twente. His research focuses on the efficient use of public procurement methods to be both effective and achieve policy goals. Topics that he published on include the optimal number of bidders, public provision of social services, procurement control, horizontal cooperative procurement and supplier selection mechanisms. Much of his research in public procurement is done through the Public Procurement Research Centre (PPRC –www.pprc.eu ), a cooperation between the University of Utrecht (professor Elisabetta Manunza – public procurement law) and the University of Twente (Jan Telgen – public procurement), that facilitates an interdisciplinary approach to research problems. Jan Telgen is also managing director of STiPPT, a not for profit organisation controlled by the University of Twente to conduct commissioned research in public procurement. He plays an active role in furthering the Public Procurement discipline.

RicRicardo Viaggi was nominated Secretary General of the European Builders Confederation in 2009. Before covering this function, he was in charge of European projects for EBC. As the EBC Secretary General, he represents construction crafts and small and medium-sized enterprises of the national affiliates of EBC in Brussels. In light of EBC’s efforts in improving and facilitating SMEs’ access to public procurement within the framework of the European directives, he often speaks about this topic in national or international events, such as the European Commission’s official conference presenting the new directives in March 2014. He sits as EBC representative on the High-level Forum of Construction 2020, the European Standing Committee for Construction and the European social dialogue committee for construction. He represents EBC and the construction sector within UEAPME, the European SME association. EBC chairs, manages and organises the UEAPME Construction Forum. In 2013, he was part of the project team proposing the establishment of Small Business Standards SBS as the new representative organisation for SMEs in the standardisation field. He now serves as Treasurer of this organisation and coordinates the construction sector activities of SBS. Riccardo earned his master degree in international relations and diplomacy from the University of Bologna in March 2006, after completing parts of his university career in Switzerland, France and the United States. Nigel took silk in April 2003. He now practises mainly in the field of public law, although he still undertakes employment law and commercial law cases of certain kinds. His practice covers commercial and environmental judicial review, as well as many aspects of local government law including education, social services, housing, powers and finance and elections. He was formerly a member of the Attorney General’s "A" panel of Counsel to the Crown, and undertook a number of important Human Rights Act cases in this capacity. He is a CEDR accredited mediator, and has undertaken a number of mediations as both mediator and counsel. Nigel studied law at Oxford, where he was awarded a first in his degree. He is the author of the chapter on Administrative Court proceedings in Foskett’s Law and Practice of Compromise, and a member of the editorial board of Butterworths Local Government Reports. Nigel has recently been acting as counsel to the Public Inquiry into the murder of Zahid Mubarek at Feltham Young Offenders’ Institution.
