Michael Bowsher QC took his law degree from the University of Oxford (Brasenose College) and was called to the Bar of England & Wales in 1985. He was made Queen’s Counsel in 2006 Michael Bowsher spent the early years of his practice in the Brussels before returning to London to practise at the Bar in 1992. Michael is best known for his unique practice in public procurement and has appeared as counsel in many of the major UK procurement cases over the last decade. As Visiting Professor at King's College, London he teaches public procurement law on the LLM course and is director of the distance learning course in public procurement law for which the diploma course starts again in September 2017. Anna-Marie Curran is a Partner and Head of the Procurement Law team in A&L Goodbody Solicitors, Dublin. She has extensive experience in contentious and non-contentious procurement law. She advises a wide range of clients in the public, utilities and private sectors on all aspects of procurement law. She has represented clients in procurement cases in the Irish and Northern Ireland courts. Anna-Marie is a regular speaker at conferences nationally and internationally. She is Visiting Professor of Procurement Law at Bangor University Wales, a lecturer on the procurement law diploma courses at the Law Society of Ireland and the Honourable Society of the Kings Inns, Dublin and a former Chairperson of the Irish Society for European Law. “Dr Grith Skovgaard Ølykke is a Professor with special responsibilities in Commercial Law and EU Market Law at the Law Department of Copenhagen Business School. Her work relates to the interaction between EU public procurement law, State aid law and competition law, and she has several international publications on this topic. Moreover, she is a frequent speaker at international conferences. Recently, Grith has co-authored textbooks in Danish on EU competition law (2014) and EU public procurement law (2015). Grith was involved as an expert in the work preceding the implementation of the 2014 Directive in Denmark and in Sweden. In 2016 she was appointed as expert member of the Danish Complaints Board for Public Procurement, which is the national review body and the first instance for most procurement disputes in Denmark. Some of Grith’s research is interdisciplinary and conducted in cooperation with economists; the most recent and current interdisciplinary research she is involved in is on abnormally low tenders – which was also the topic of her Ph.D. thesis – and is funded by the Swedish Competition Authority.”

With several decades’ experience of the IT and telecoms industries Chris Hoyle is well placed to assist organisations either supplying or consuming these services in a variety of market sectors. Qualified as a solicitor, and having been a law firm partner in the City, Chris has also been a non-executive director of listed telecoms and satellite service providers. He has advised all manner of organisations both private and public, domestic and foreign including foreign governments. Latterly Chris has concentrated upon the public sector and has experience of advising regulated entities and their suppliers in the IT, telecommunications, electricity, pension and postal sectors across a range of commercial, procurement, contractual and regulatory issues on services including managed telecoms services, IT development, systems integration, IT outsourcing and BPO. In this position, he covers all kind of risks in 16 counties with 45,000 firefighters, 20,000 policemen, 16,000 gendarmes (military police) and a population of about 11 millions citizens. Simon Taylor is a competition and procurement specialist practising from Keating Chambers. He returned to the Bar in 2012 after 20 years of practising as an EU and competition lawyer, including 7 years as a partner in a leading firm of solicitors and 5 years in Brussels. He was appointed to the Attorney General’s “C” Panel in March 2015.
Simon has a busy contentious practise, acting both for bidders and authorities in public procurement disputes and also provides strategic advice on the conduct of tenders. He advises companies and public bodies on competition, state aid and regulatory issues arising from disputes, transactions such as mergers or joint ventures and commercial agreements or conduct. Sarah Schoenmaekers graduated at the European Law School of Maastricht University (The Netherlands) in 2005. She successfully passed for the aptitude test organised by the Flemish Bar Association in Brussels. Since 2006 she is a practising lawyer in Belgium. In 2010 Sarah defended her PhD dissertation entitled: 'The Regulation of Architects in Belgium and the Netherlands...' Since 2009 she works at Maastricht University where she became an assistant professor in 2013. Since 2010 she is a visiting professor at Hasselt University (Belgium). In 2013-2014 Sarah was a Post-Doc researcher at the Open University of Heerlen (The Netherlands). Sarah publishes frequently on European integration and public procurement in (inter)national journals, has edited two books and has organised several conferences. She has acquired a Jean Monnet module for setting up the course 'State aid and Public Procurement in the European Union'. She has been the project leader of a CEDEFOP research project on 'The role of qualifications in governing professions and occupations' and was a core member of the team that successfully applied for a European Commission's tender on the 'Evaluation of the legal framework for the free movement of lawyers'. Sarah regularly speaks at international congresses. In 2012 she was invited to speak at a public hearing of the European Parliament on the new Diploma Directive. In 2014-2015 she lectured about European procurement in Oslo and at the Public Procurement Global Revolution conference in Nottingham. In 2015 she was invited to speak at the World Bank in Washington and at George Washington University. She presented in Thessaloníki (Greece), Hamminkeln (Germany) and various other places and chaired procurement workshops in Maastricht and Torino (Italy).

Dr Sangeeta Khorana is Professor of Economics at Bournemouth University in UK. In her current position, she leads research on procurement liberalization and bilateral trade agreements. Dr Khorana is an expert on EU’s bilateral trade liberalisation, in particular procurement liberalisation in emerging and developing economies. She has been involved with the EU’s initiative on procurement liberalisation and developed the methodology for developing a database that proposes to use information from contract awards to estimate procurements. She invited by the European Parliament, European Chambers of Commerce and several other organisations to present her views on trade liberalisation and the current state of EU free trade agreements with third countries. She has featured on BBC radio to discuss her research on trade issues. She has published books and several articles on bilateral trade issues. She is currently working on a coedited book on EU Trade Policy. Dr Khorana has a Ph.D. from the University of St. Gallen, and a summa cum laude Masters’ degree from the Berne University in Switzerland.
