PREFORMA, PREservation FORMAts for culture information/e-archives, is a Pre-Commercial Procurement project started on January 1st, 2014, and co-funded by the European Commission under its FP7-ICT Programme. Aim of the project is to address the challenge of implementing good quality standardised file formats for preserving data content in the long term. The main objective is to give memory institutions full control of the process of the conformity tests of files to be ingested into archives. The overall intention of PREFORMA is to research critical factors in the quality of standard implementation in order to establish a long-term sustainable ecosystem around developed tools with a variety of stakeholder groups. The tools should be innovative and provide an open source software licensed reference implementation of the most common file format standards for the assessment of the collections to be archived and for the correction of the collections. To this aim a tender has been issued and the six winning suppliers started to work on the design and specifications of the conformance checkers. The media types covered by the tender are: texts (PDF/A-1, PDF/A-2 and PDF/A-3), still images (Uncompressed TIFF) and audio-visual records (open container formats (MKV or OGG), open and lossless video and moving image codecs (FFV1, Dirac, JPEG2000) and uncompressed audio using LPCM). A speciality chocolate manufacturer based in Caerphilly, oncocoa started trading in May 2014. Today they supply every Tesco store in Wales with their unique brand of novelty chocolate gifts. Oncocoa, which is supported by the Welsh Government’s High Potential Start up programme, was formed when two Caerphilly based businesses found their combination of skills provided the perfect basis for a new business.
Dave Hughes, had been making and supplying chocolates for ten years and had built up a reputation for his artisan chocolate creations, which he supplied to numerous local and national retail outlets. Mike Mills, and his colleague Ben Robertson ran a thriving product design business which had considerable success designing unusual retail products for High Street chains such as Clinton Cards, W H Smith, H Samuel and many other leading corporate brands.
Mike saw ‘design and packaging’ as the key to developing new niche markets for Dave’s chocolate and with Ben Robertson’s background as a qualified accountant and experienced business finance director, they decided there was a real opportunity to create a new business by working together in a joint venture. The result was the launch of ‘Oncocoa’ specialising in a distinctive brand of chocolate gifts under their own brand and fun chocolate gift products for corporate and retail clients.
Customers already include gift shops, airport shops, visitor attractions, tourist Information centres, department stores and museums as well as a leading wholesale food distributor in Wales.

iNSPiRe

The European Union has announced ambitious targets for the reduction of energy consumption of buildings in Europe. In recognition of the potential for energy savings in existing building stock, the Energy Performance of Buildings Directive recast (EBPD recast, 2010) states that, alongside its target to construct zero-energy new buildings by 2020, renovation targets should aim to transform existing buildings into nearly zero-energy buildings, too. A bold target requires an equally aspirant project and iNSPiRe has set its sights on finding solutions to help meet the EU’s energy-consumption reduction goals in existing building stock across Europe.
iNSPiRe is a four-year long, EC-funded project that will see the collaboration of 24 partners across nine work packages from the combined fields of research and development, industry, small business and not-for-profit organizations. The objective of iNSPiRe is to tackle the problem of high-energy consumption by producing systemic renovation packages that can be applied to residential and tertiary buildings. The renovation packages developed by iNSPiRe aim to reduce the primary energy consumption of a building to lower than 50 kWh/m2/year. The packages need to be suitable to a variety of climates while ensuring optimum comfort for the building users.

Nonetheless, the stakes of ageing well are high, both for institutions and for manufacturers. The HAPPI project therefore seeks to establish the conditions for health institutions throughout Europe to collaborate in the purchase of "ageing well" and health innovative products, services and solutions for the long term. In order to achieve this goal it brings together an original consortium of 10 partners from 6 Member States of the European Union.
The intention is to enlarge the Consortium further from its original 10 partners with any European public authority involved in healthcare procurement willing to orientate their purchasing strategy toward innovation. In 2013, two new procurement organisations from Spain and Austria joined the consortium!
The project is funded by the European Commission, DG Enterprise and Industry, within the framework of the Competitivity and Innovation Programme (CIP).

Founded in 1919 by French industrialist André-Gustave Citroën (1878–1935), Citroën was the first mass-production car company outside the USA and pioneered the modern concept of creating a sales and services network that complements the motor car. Within eight years Citroën had become Europe's largest car manufacturer and the 4th largest in the world.
André-Gustave Citroën introduced the first industrial mass production of vehicles outside the United States, a technique he developed while mass-producing armaments for the French military in World War I. In 1924, Citroën produced Europe’s first all-steel-bodied car, the B10. In 1934, Citroën created Traction Avant, the world's first mass-produced front-wheel drive car, and one of the first cars to feature a unitary-type body, with no chassis frame holding the mechanical components.
In 1954 Citroën produced the world's first hydropneumatic self-levelling suspension system, then in 1955 the revolutionary DS, the first European production car with disc brakes. In 1967, Citroën introduced swiveling headlights in several models, allowing for greater visibility on winding roads. Citroën cars have received various international and national-level awards, including three European Car of the Year.
Citroën has been selling vehicles in China since 1984, and it represents a major market for the brand today, largely via the Dongfeng Peugeot-Citroën joint venture. In 2014, when PSA Peugeot Citroën ran into severe financial difficulties, the Dongfeng Motor Corporation took an ownership stake.
The brand celebrated its 90th Anniversary in 2009. The Citroën's C_42 showroom, on the Champs Elysées in Paris, is a place where Citroën organises some exhibitions, shows its cars and concept cars.

Nissan Motor Company Ltd, usually shortened to Nissan, is a Japanese multinational automobile manufacturer headquartered in Nishi-ku, Yokohama, Japan. The Nissan Leaf (also formatted "LEAF" as a backronym for Leading, Environmentally friendly, Affordable, Family car) is a compact five-door hatchback electric car manufactured by Nissan and introduced in Japan and the United States in December 2010. The US Environmental Protection Agency official range for the 2013 model year Leaf is 121 km (75 mi) and rated the Leaf's combined fuel economy at 115 miles per US gallon gasoline equivalent (2.0 L/100 km). The 2013 Leaf has a range of 200 km (120 mi) on the New European Driving Cycle.
Deliveries to retail customers began in the United States and Japan in December 2010, followed by various European countries and Canada in 2011, and, as of August 2014, is available in 35 countries. The Leaf is the world's best selling highway-capable all-electric car ever, with global sales of over 158,000 units through December 2014, with the United States as the leading market with 72,322 units sold, followed by Japan with 48,641 sales, and Europe with 33,481 units.[13] As of December 2014, the European market is led by Norway with over 12,000 new units, and the UK with about 7,200 units delivered.
As an all-electric car, the Nissan Leaf produces no tailpipe pollution or greenhouse gas emissions at the point of operation, and contributes to reduced dependence on petroleum. Among other awards and recognition, the Nissan Leaf won the 2010 Green Car Vision Award, the 2011 European Car of the Year, the 2011 World Car of the Year, and the 2011–2012 Car of the Year Japan.

London Fire Brigade is the busiest fire and rescue service in the country and one of the largest firefighting and rescue organisations in the world. In response to the need to meet targets to clean London’s air, LFB embarked on the three year FIRED-uP project in 2012. FIRED-uP focuses on innovation and innovative procurement as a way of improving the environmental performance of fire service fleets. London Fire Brigade and the City of Ghent, Belgium are cooperating in this project, co-financed under the Competitiveness and Innovation Programme of the European Union.
The project has two key elements. The first is to engage with the market to establish technological solutions that will help to reduce the environmental impact of fire service vehicles. The second key element is to demonstrate to the European Commission and other regulators in Europe the tools that can help public authorities like LFB and the City of Ghent implement public procurement of innovation.
FIRED-uP has taken two approaches to market engagement and procurement including competitive dialogue and negotiated procedures and will provide information about these approaches to Procurement Week.
